The paper asserts that the fastest, most effective way to generate one million more degrees per year is to focus policies and resources on the students who are not now succeeding in our colleges and universities. These students generally are low-income, first-generation, and/or working adults of all ethnic groups. Because of their low rates of participation and success, low-income college students are much less likely to earn a college degree than similarly qualified higher-income students. |
